Optimal is context dependent. What’s optimal for you right now is not gonna be the same for what’s optimal for you in the next half of the year, and it’s not gonna be the same another person needs.
Jeff main problem as a coach is that he doesn’t understand the training principles built around modern evidence, he still has a mind from 2003 information.

His shit programming aside, the fact that he even preaches that there is such a thing as a perfect workout should set off alarm bells. Strength training is not a one size fits all endeavour. And there is no single optimal program. Strength training is a highly individualised affair which has to be tailored to the person partaking in it and changed often enough to avoid plateauing. What he's selling is the equivalent of the doctors of old who used to just prescribe blood letting for any and every ailment. Although, looking at the quality of Jeffrey's advice, it's probably more like trepanning. Because if you follow all his advice, you will get hurt.
